Minutes

1. Public Realm

Rhodri Samuel gave a presentation on the Council's Public Realm and Movement Strategy which is due to go out to consultation soon. We will plan the BCC response at our next meeting in December. One area we feel we need to give input on is the more detailed policy on the degree of permeability of public spaces, whether there are prefered cycle routes and how to ensure that the shared space works. It was the feeling of the meeting that cyclists and pedestrians can share space, but that there are issues to be taken into account to make sure that it works well. We are particularly aware of antagonism between pedestrians and cyclists in Bath and the need to resolve it.

Brian Harris agreed that his time could be better spent in other ways, other than dealing with cycling issues and that a self-policing system would be of benefit. Brian recognised the problems with cycling in the city centre and that these were a factor in cyclists breaking the law.

In dealing with problem cycling, PCSO Harris felt that his role was largely one of education. Each case is dealt with individually and the action taken in proportion to the seriousness of the situation, giving warnings in many cases, but fines where a cyclist is clearly a danger to pedestrians.
